Fern Hill Apartments offers affordable housing for low-income seniors (aged 62 and over) and disabled adults (aged 18 and over) in downtown Burlington, VT. Residents love our rich and diverse schedule of activities and social services as well as our dedicated on-site staff. Life at Fern Hill
Fern Hill is a vibrant and tight-knit community offering affordable one-bedroom apartments for a maximum of two residents per apartment. Residents bring their own furniture. In-unit kitchens are equipped with a stove, refrigerator and sink.
Residents enjoy a wide range of services and activities provided and/or arranged by Fern Hill’s on-site staff, including our dedicated Resident Services Coordinator. Examples include: picnics, holiday celebrations, entertainment, exercise classes, monthly resident meetings, flu and blood pressure clinics, guest speakers on health issues from a variety of social service agencies, and more.
Residents are encouraged to contribute to community life at Fern Hill, and their talents and creativity are colorfully documented in our resident produced newsletter.

Eligibility & Rent
Fern Hill is a Project-Based Section 8 Program, which requires that residents meet specific qualifications. In general, at the time of moving in, residents may have income no greater than 50% of the average median income (AMI) for Chittenden County, VT. Additionally, 40% of all new occupancies per year are reserved for residents with income at or below 30% AMI.
Rent is set at market value, but the tenant’s share of the rent, determined annually, cannot exceed 30% of the tenant’s monthly income; the rest is subsidized by the federal Department of Housing and Urban Development (HUD).

The History of Fern Hill
Fern Hill Apartments was created by The Synagogue Corporation, a 501(c)(3) non-profit launched by our neighbor’s at Ohavi Zedek Synagogue, led by Rabbi Max Wall. In 2020, the financial and legal connection between The Synagogue Corporation (Fern Hill) and Ohavi Zedek Synagogue was severed by mutual agreement of both boards. While both institutions continue to value our historical connection, Fern Hill is now fully independent.
Funding and Renovation
Our original 40-year mortgage was made possible in 1979 by the Federal Housing Act of 1959 under Section 202: Supportive Housing for the Elderly (HUD 202). This original mortgage was paid off in 2018 as part of our refinancing to enable a major renovation, including upgrades to apartments, hallways, community spaces and the exterior. Construction was completed in 2019 with a community celebration.
Current Status & Management
Fern Hill Apartment’s Board of Directors recently re-affirmed its commitment to the Section 8 program through its renewed HAP contract (Housing Assistance Payments), which will remain in place until May, 2040.
Fern Hill Apartments is professionally managed by Maloney Properties.
